The House late Thursday passed a supplemental spending bill that would provide fire fighters, law enforcement officers and other public safety officers with collective bargaining rights. The measure passed by a vote of 239 to 142.
House lawmakers added the collective bargaining language and other domestic-related provisions to H.R. 4899, an emergency supplemental appropriations bill that includes funding for the wars in Iraq and Afghanistan. The collective bargaining proposal was part of an amendment that included $10 billion to prevent layoffs in local school districts and approximately $5 billion for Pell Grants.
